Resumen

This research has for goal to propose a model for developing viable electrical generation projects with use of Non-Conventional Renewable Energy, focused on people living in poverty in rural areas to enable and enhance sustainable development. The methodology is based on technique for cross-impact scenarios, applying strategic prospective, as well as non-experimental design without manipulation of variables. The study begins with the structural analysis, determining the key variables, continuing with the analysis of actors and their strategic challenges and finishes with the determination of scenarios for cross impacts based on hypothesis. The application of the model for Peruvian case proposes the participation of the private sector in the development of energy projects, considering the temporary subsidy of all the levels of government, as well as meeting the fundamental requirements of electricity generation for productive use value. Is important to coordinate with institutions that promote development and social inclusion and granting a concession to operate, maintain and implement projects considering the use of renewable energy, the social impact of population and productive activities that generate sustainable profitability.
