Research professor at the University of Engineering and Technology - UTEC. He has a doctorate in Urban Planning from Columbia University, in New York, a master's degree in Urban Planning from the University of California, Berkeley, and a bachelor's degree in History from the Pontifical Catholic University of Peru. His lines of research are: political economy of urban planning, infrastructure and urban transportation planning, and contemporary urban history.
