He received the technical degree ('97) in Electrical Engineering and Industrial Systems from the Henry Poincaré University, France and the BS, MS and Ph.D degrees in Electrical Engineering respectively, from Florida International University (FIU), Miami, Florida USA. Director of the Energy Engineering Program at the University of Engineering & Technology (UTEC) since 2014, he joined UTEC in August 2012 as Research Professor. Julien arrived to Peru in 2010, and worked as a professor at different universities, including the National University of Engineering (UNI), Ricardo Palma University (URP). Prior to that, he was a Process and Production Engineer at Terepac Corporation, Canada, (2008 – 2009) where he was in charge of the creation and development of new production methods and micro and nano technological processes for the semiconductor industry. . In the United States, he worked as a Research Engineer and Laboratory Head (2002-2007) at the Future Aerospace Science & Technology Center and at the Nanophotonics Research Group (2005-2006). In both places, he consolidated his experience in research and development of new products. He is an expert in semiconductor manufacturing techniques, Radio Frequency (RF) Engineering, solid state devices, power electronics, materials science, Nanotechnology, MEMS (MicroElectromechanical Systems) and superconductivity. He began his career in France as a Junior Project Analyst at Schneider Electric S.A (1997-1999) where he developed projects for Electricité de France (EDF). He has published scientific articles in IEEE, Physica C, Circuits World, among others. He received the “2011 Highly Commended Award-Emerald Literati Network” with Terepac Corporation. During his studies he received the Dissertation Year Fellowship and Dean's Award for Excellence.
